Zero axis same for Y and y2?

I have a problem where I have to graph the Y and Y2 Axis.

What I tried to do was set the number of steps identical for both axes and

divided the min and max by the number of steps to get the step increment,

but this still does not seem to match both up.

I am attempting to put the zero line for both axes as the same.

What can I do to get them both "zeroed" on the same zero line?

What you need for zeros to match-up is that the relationship between 

Negative area and Positive area is the same. The step is irrelevant.
