Controlling dock line for Custom toolbar

Hello,

I have a custom toolbar which I added to my chart.  When I create it, I tell

it to dock at the top, and it appears below the normal toolbar.  I can

MANUALLY drag it to the first line so it appears side by side with the

normal toolbar.  I was wondering how I could programatically cause this to

happen.
