Newbie- How to scale a chart automatically in IE?

The requirements that I am working to state that the chart I am 

displaying on a web page should scale with the size of the web page. 

In other words, I would like to be able to specify that the chart 

width is always 80% of the html page width. Is this possible? And if 

so, could someone kind sole please point be to sample code and/or the 

methods/properties  to achieve my goal.
