But is there any way to stop them from closing the toolbar? (i.e. force 

visible to be true and to always stay true.) 

(There's a way to disable individual menu items isn't there... theoretically 

could I set the toolbar to docked and unmovable (so there's no close button 

on it), and then disable the item off the dropdown menu where you select 

which toolbars to view?) 

I'm at my wits end trying to figure out what is causing this.
