Annotation objects not displaying

I've created a fairly complex XY graph and have to drop in a number of text 

boxes. Prior to setting properties and drawing the graph programmatically, a 

test annotation object shows up fine but once I set the properties of the 

graph in code and plot the lines, the objects do not appear. 

What am missing here? This is one of those cases where you can stare at the 

code for hours and can't see the error of your ways. Any hints?
