Designer - DTC License Error - CFXIE 2000

I am using CFXIE 2000 and I cannot start the Chart FX Designer 

An error message appear and say "You don't have a license to run Chart FX 

DTC, Please reinstall the designer component " 

I've already reinstalled it twice. 

Another problem appears when I try to include a Chart FX DTC into an ASP 

page under Visual Interdev 6. 

"An object has failed to load" message appears 

I setup the server component on my NT 4.0 SP4 server and 

I setup the client components on my NTWS 4.0 SP5 Developper station 

What's wrong
