Annotation Positioning. Is there a way to SetAttachX to the value of the Bar Position Top Center?

Hello, I am trying to position annotations over the respective bars inside our charts. I could have any number of bars and they can be Stacked or not. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

 

Is there a way to position the annotation or have it bind to the top center position of a point\ Bar etc. I understand The current position is based on the XY coordinates of the Chart Axis, but is there a way I can dynamically attach the X Value and Y Value to the Point top\center position of the Bar?

 

Run the attached Application. Add Annotations. Notice how they are postioned exactly on the point and not on the Bars even though I have attached the annotation to the series. 

 

Stack the bars and the annotations do not go with the bars. 

 

There should be a way to attach an annotation to a point and position it according to where the point is . Please Help
