Adding Chart Fx 98 to Active Reports

I am trying to use Chart Fx 98 with Active Reports. In the ActiveReports 

designer, I say add an Active/X control, pick ChartFx 98 from the list that 

is shown but when I try to place it on the report, I get the message, "Can't 

create control". I can add other controls just fine including MSChart. 

Is chart Fx 98 doing something special that precludes it from being added to 

the AR reports.
