Arbitrary label placement

Is there a way to arbitrarily place labels?

I've run into problems trying to do this, in that labels only show up on

tick marks.  My situtation is that the tick marks on the x-axis (time) do

not land on nice even time values, e.g. 12:00:00, but rather something like

12:13:06.  I want the labels to be on the even times.

I've gotten as far as inserting hidden points for the desired even times if

they don't already exist but I'm at a loss at how to make the labels appear

on only the desired datapoints.

Any ideas?
