Error in loading DLL: 'ToolbarObj'

I have a problem when ever I try to use the ToolBarObj (or the 

SerLegBoxObj). I get this error: 

Microsoft VBScript runtime error '800a0030' 

Error in loading DLL: 'ToolbarObj' 

I am able to create and display graphs. 

I had to manually change registry security to get cfxiesrv.dll to work. Is 

there another file that I need to fix?
